One Foundation Work Report regarding Sichuan Quake-affect Area

        It has been five months since May 12 earthquake jolted Sichuan province. One Foundation has raised a sizeable amount of fund to support disaster relief efforts and long-term reconstruction. Since May 12, 2008, One Foundation has raised 82,356,612.85 RMB for disaster relief and reconstruction, which was used under the supervision of Deloitte auditing firm. Following is a detailed list of fund allocation and project progress from 2008.5.12 to 2008.10.12.

1. Donation detail:

        By Oct. 13, 2008, One Foundation has mobilized donation in material worth over 10 million RMB, these donations include nearly a hundred tons of food, drinking water, medicine, sanitation and disinfection goods.

        On the basis of impartiality and transparency, One Foundation released detail information regarding donation sources and uses by showing receipts from recipients to the public. This piece of information can be found in annex 1.

2. Reconstruction Progress:

        One Foundation has set up an office in Chengdu for comprehensive support of reconstruction in Sichuan . The focus of our reconstruction includes: youth psychotherapy, eco-protection, economic reconstruction, Qiang embroidery aid project in Aba Tibetan-Qiang autonomous region, small loans project in Qingchuan and infrastructure building.

        By Oct. 15, 2008, One Foundation Sichuan relief project has embodied four categories: Healthcare, education, environmental protection and poverty alleviation. Currently two projects are being carried out, nine projects have finished their initial survey and have been submitted to Red Cross Society of China for approval, and two projects are undergoing survey. Details are as follows:

A. Education:

① One Foundation Children Welfare Institute in Aba Tibetan-Qiang Autonomous Region.

Location: Mao county in Aba Tibetan-Qiang autonomous region.

Background information: 5.12 earthquake devastated Mao county, 20,000 died and 1,006 were missing. More than 80% of the buildings collapsed. Mao county became one the most severely affected areas. One Foundation responded quickly by sending in relief materials. Later, One Foundation executive chairperson led a team and made their way into Mao county. The team conducted initial survey and distributed food to the children. The welfare institute is the only children welfare institute in Wenchuan. There are 32 orphans, the smallest one only 2 years old, and 3 were disabled children. Since the earthquake measuring 8 Richter scale jolted Sichuan province on May. 12, 2008, much of the center was dilapidated. The welfare institute had planned to relocate to a new site. However, due to the lack of funding, the construction in the new site came to a halt in 2007.

Project introduction: After the quake, One Foundation, the Civil Administration of Aba Tibetan-Qiang autonomous region and the welfare institute reached an agreement. In the agreement, One Foundation will provide funding; the Civil Administration of Aba Tibetan-Qiang autonomous region will host a public bidding to resume construction in the new site. The welfare institute, after relocated, will be able to cater to the foster, recovery, education and special training needs of 150 children. The relocation will significantly improve children welfare in Aba Tibetan-Qiang autonomous region.

Project progress: One foundation has signed a letter of intent with the Civil Administration of Aba Tibetan-Qiang autonomous region and the welfare institute. The local government of Aba Tibetan-Qiang autonomous region has submitted the project to higher level authorities for approval. The project will commence after the construction permit is issued. The blue prints and budget have been submitted to One Foundation's HQ for examination, and will be sent to Red Cross Society of China for final approval.

Project flow: Initial survey – signing letter of intent or formal agreement - the Civil Administration of Aba Tibetan-Qiang autonomous region submits the project to local Reform and Development Commission – geological survey – designing blue prints – financial supervision – construction - quality supervision – complete.

Parts needed reconstruction: Original: 900 square meters of offices, dorms, kitchens and toilets.

New: 6013.65 square meters of classrooms, offices, labs, dorms and canteens.

Reconstruction standard: comply with Richter 8 scale national quake resistance standards.

Location: Original Location.

Project time: pending for approval from Red Cross Society of China.

Roads are cut off after the quake; materials were short in Mao county. The welfare institute had to burn tables and chairs for fuel.
