Shenzhen One Foundation established |

On the afternoon of Jan 11th, 2011, Shenzhen One
Foundation held a launching ceremony at the Shenzhen Civil Center. As early as
Dec 3rd, 2010, the Civil Affairs Bureau of Shenzhen officially
approves the foundation’s
registration, granting legal rights for public fund raising. It is seem as an
important step taken by the Chinese civil departments to facilitate
administrative reforms and support philanthropic growth.
Shenzhen One
Foundation launches
According to
Foundation Management Ordinance passed in 2004, there are two types of
foundation, public and non-public. Public foundations can raise money from the
public while non-public ones cannot. Founded by Chinese Red Cross ambassador
Jet Li on April 19th, 2007, the Red Cross Society of China Jet Li
One Foundation Project is an independent project running under the framework of
the Red Cross Society of China. Its idea is 1 Person + 1 Dollar/Yuan + 1 Month
= 1 Big Family. Since the project was established, it has enjoyed continuous
support and attention from loving individuals and groups and has contributed to
disaster relief, philanthropy publicity as well as NGO cultivation.
For a better
implementation of the project, the Shanghai Civil Affairs Bureau approved the
establishment of a non-public Shanghai One Foundation on Oct. 9th,
2008. After that the Red Cross Society of China signed an agreement and
appointed Shanghai One Foundation as the project’s executive body.
Shenzhen One
Foundation has a registered capital of 50 million yuan. Sponsoring agencies
include Shanghai One Foundation, Stella Foundation, Tencent Foundation, the Vantone
Foundation and Vanke Foundation. Each agency funded 10 million yuan. Shenzhen
One Foundation Council consists of eleven members (Jet Li, Zhou Qi Ren, Wang
Shi, Liu Chuanzhi, Ma Weihua, Ma Yun, Ma Huateng, Niu Gensheng, Feng Lun, Zhou
Weiyan, Yang Peng), there are four
supervisors, (Liu Dong-hua, Song Li-xin,
Ma Hong, Zhang Min.) Zhou Qi Ren served as chairman and legal representative of
the Shenzhen One Foundation, Wang Shi served as executive director, Ma Hong is chief
of the Board of Supervisors, Yang Peng as Secretary-General and permanent
director is Jet Li. Shenzhen One Foundation is the successor of "One Foundation Project " and
"Shanghai One Foundation". After it’s established, the
two organizations will be liquidated, their projects, funds and staff will be
transferred to Shenzhen One Foundation.
The founding of
Shenzhen One Foundation is a sound implementation of reforms promoted by the
Ministry of Civil Affairs and the Shenzhen Civil Affairs Bureau and an
important trail of philanthropic development. On July 20th, 2009,
the Ministry of Civil Affairs signed an agreement with Shenzhen Civil Affairs
Bureau to carry out a serious of reforms in the public sector and agreed Shenzhen
government to undergo preliminary trails. According to the agreement, some of
the Ministry’s reform schemes will be tested in
Shenzhen, the city will enjoy favorable policies and are subject to meeting
relevant goals. The Ministry will partake the process via investigation, consultation,
implementation as well as promotion. This is expected to spike creativity in
reforms concerning the public sector, making best use of philanthropic
resources and facilitate social stability and harmony.
The Shenzhen One
Foundation is a milestone development in China’s philanthropic history, it is the
creation of our family members. Let’s step up the efforts to push our cause to
a new high.
